The City of Minneapolis will hold a hearing on assessments for the Lowry Avenue reconstruction project on April 18 at the city’s Public Service Building, room 350, prior to the council’s Climate and Infrastructure meeting at 1:30 p.m. No exact time has been announced.
The Lowry project will begin in mid-April, and the busy avenue will be closed from Washington Street to Central Avenue for the remainder of the construction season. In the fall, Lowry will be reopened, and in the spring of 2025, the avenue will be shut down from Central Avenue to Johnson Street to complete Phase 1.
Phase 2 of the project will begin in 2026, from Washington Street to Marshall Street.
The assessments, for residents and property owners along Lowry Avenue, have not been sent out, but, by law, need to be sent 14 days prior to the assessment hearing.
The city calculates special assessments with a uniform assessment rate. If the project costs more than planned, the assessment will not change.
Publication of the exact details of the public hearing will be done 21 days prior to the hearing, or by March 28.
The Public Service Building is located at 505 S. 4th Street in downtown Minneapolis, kitty-corner to the City Hall.
Mailed notices will include the individual assessment amount for each parcel. For this project, mailed notices will be sent between March 29 and April 3. Property owners will also be notified if their property contains an “areaway” encroachment on the roadway that needs to be removed, such as a portion of their basement or a stairway.
Traffic around the project this year will be rerouted to Central Avenue, Broadway Street and University Avenue.
